Where is the Green Sheep? by Mem Fox (2004)

book jacket

I've used this book successfully with both Toddlers and Preschoolers, but Toddlers in particular seem thrilled with it!  There are lots of fun picture and word pairings, some of which the kids can guess - sun/rain, moon/star and train/car and others which are more challenging - wide/thin, scared/brave and band/clown.  There are also many opportunities for having them participate in the book, guessing what a page represents, identifying things in a picture or acting out near and far or up and down.  And the regular refrain, "But where is the green sheep?" is easily picked up by adults and children.  A quick parent message is "Books that introduce kids to new words and concepts are a great way to expand their vocabulary."
